Fidelity Bonding Services

Purpose

To update Workforce Solutions fidelity bonding processes and procedures.

Background

Workforce Solutions provides free fidelity bonding services to various at-risk customers seeking employment.

Fidelity bonding is a unique job placement tool that provides insurance to protect an employer against employee acts of dishonesty and serves as an effective employer incentive for hiring job seekers with criminal or other questionable backgrounds. Certain at-risk individuals are automatically eligible for free fidelity bonding through Workforce Solutions.

While assisting at-risk job seekers with employment is the main goal of fidelity bonding services, bonds are also available to cover employed workers who need bonding to prevent layoff or to secure transfer or promotion to a different position with an employer.

Summary of Major Changes

    1. Updated the Fidelity Bonding Desk Aid to include procedures for both Career Office and Employer Service staff
    2. Updated the Fidelity Bonding Flyer to include
      1. all individuals with questionable backgrounds, not just ex-offenders
      2. individuals that need a bond to get a promotion or transfer, not just new hires
    3. Added verbiage to the Fidelity Bond Assistance section of the Employer Service Policies and Procedures Manual
      1. indicating the steps in the Fidelity Bonding Desk Aid must be followed
      2. allowing bonds up to $25,000 with documented justification
      3. adding “individuals with a substance abuse history” to the list of at-risk applicants

    Action

    1. Ensure all staff are aware of and promoting the availability of fidelity bonding services using the guidance in the Fidelity Bonding Desk Aid.
    2. Purge Fidelity Bonding flyers (212-FFB-E/212-FFB-S) and replace them with the 08/19.
