The Local Workforce Plan

The Gulf Coast Workforce Board and its operating affiliate, Workforce Solutions, are the public workforce system for the 13-county greater Houston-Gulf Coast region in southeast Texas, and as such, every four years we analyze local workforce data and receive comments to inform our Local Plan for implementing the Workforce Investment and Opportunity Act (WIOA).

The Local Workforce Plan, or Local Plan, includes our strategic plan and an operational plan explaining how the Workforce Solutions system operates in the 13-county Gulf Coast region. The Local Plan reflects how we use data to guide our investments in services, training and education to ensure our regions businesses have the people with the skills and abilities required to fulfill today and tomorrow’s workforce needs and propel our economy forward.

The 2021-2024 Local Workforce Plan – Update

The current, 2021-2024 Local Workforce Plan was developed in 2020, looking ahead to 2024 and projecting the needs of the workforce and businesses. Two years into each Local Workforce Plan, we modify the plan by analyzing and updating the local workforce data.

The updated plan describes the current and future economic and workforce needs of our region and lays out how the Workforce Board will use its resources to meet those needs in the next two years.
